About the Indian Incentive Program (IIP)

The Indian Incentive Program (IIP) is a long-standing initiative of the Department of War designed to encourage prime contractors to subcontract with eligible Native American–owned enterprises. The program strengthens the defense industrial base while driving meaningful economic impact in Native communities — and it offers a direct financial benefit to prime contractors who participate.

What Is the Indian Incentive Program?

The IIP provides a 5% incentive payment to prime contractors based on the total value of qualifying subcontracts awarded to eligible Native American, Alaska Native, or Native Hawaiian–owned businesses. To qualify, the prime contract must include DFARS Clause 252.226-7001, and the subcontract must meet minimum value and documentation requirements. For prime contractors, the IIP turns strategic subcontracting into a value-added contracting tool — supporting compliance, competitiveness, and cost recovery.
